Try 1/15 sec f13 ISO 100 for a panning shot - see what happens. Then just play around with slow shutter speeds while tracking the subject. Shutter speeds will depend on how fast the things being tracked are moving and what it is you’re trying to ‘freeze’!

The faster the moving subject, the faster the exposure speed.  Faster exposure speeds are easier to capture as a smoothly panned shot.  

Slower moving subjects, thus slower exposure speeds, risk that the panning motion will be jerky.  Plus, it can be harder to keep the subject in the same position within the frame for the longer period of time.

Tripods (or monopods) are very useful by making it easier to rotate the camera along a horizontal plane.
