 Do I need permission?

In NZ, as long as you are in a public place, it is perfectly legal to photograph people for either editorial or fine art purposes. However, common courtesy prevails and if a person is aware you are taking a photo of them then it is polite to ask for their permission. Also, if you intend to use any of those images for stock photography, meaning using that photograph in advertising, then you need the proper model release form signed.
